My name is Brad Spurlin of Spurlin Recycling and Demolition located in Equality, AL.  I am writing this letter in response to the front page article written in the weekend edition, March 3-4 concerning “Curbing Metal Theft.”  The subject of this article was House Bill 278(HB278).  This proposed bill is 9 pages of what a scrap dealer can/cannot buy and whom they can/cannot buy it from.  Guidelines that are being set forth by people I would be willing to bet have never worked at, operated, or set foot on a scrap processing facility. In short HB278 will add an exorbitant amount of paper work, slow down production, and add additional cost in equipment installation and labor.
