In an address to the nation from the USS Abraham Lincoln, President George W. Bush was expected to announce Thursday night that major combat operations in Iraq have ended and that the change from dictatorship to democracy has begun.

U.S. Senator Richard Shelby (R-Ala.) said the president and the troops that carried the U.S. to victory have earned his respect by removing a threat to freedom.
