PUBLIC NOTICE ADVERTISEMENT FOR BIDS Sealed bid proposals will be received from General Contractors by Elmore County Commission at City Hall, 3 Freeman Ave., Tallassee, Alabama 36078, until 2:00 PM CDT, on Thursday, May 7th, 2026, for the following project: Tallassee Community Center 3 Freeman Ave, Tallassee, AL 36078 Bid No. 2026-PW10 at which time and place will be publicly opened and read. The project will consist of removal of the existing recreation center, maintenance shop, and outbuildings and construction of a new approximately 30,000 square foot community center. The gymnasium will be a pre-engineered metal building structure with a standing seam metal roof, and the remainder of the building will be comprised of metal stud wall framing and conventional steel roof framing with a low slope roof. Exterior wall cladding will include prefinished metal panels and brick veneer. Site work will include new concrete sidewalks, asphalt pavement, landscaping, and site utilities. Cashier's check or bid bond payable to Elmore County Commission in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder's proposal. Performance and Payment Bonds, immigration documentation as required by The Beason-Hammon Alabama Taxpayer and Citizen Protection Act, and insurance in compliance with requirements, will be required at the signing of the Contract. Legislative Act 2016-312 (the "Act") prohibits the County from entering into contracts with any business entity that is actively engaged in or plans to engage in the boycott of a person or an entity based in or doing business with a jurisdiction with which the State can enjoy open trade; unless such business entity provides the goods or services for at least 20 percent (20%) less than the lowest business entity in compliance with the Act. All bidders understand and agree that in the awarded contract, the lowest responsive bidder must either certify that it is in compliance with the Act and agree that it will not violate the act during the term of the contract; or agree to offer the goods or services for at least 20 percent (20%) less than the lowest business entity certifying compliance with the Act. Drawings and specifications may be examined at the office Seay, Seay & Litchfield, P.C., 1115 South Court Street, Montgomery, AL 36104 and appropriate plan rooms. Electronic files of the Bid Documents may be viewed and downloaded online free of charge via the Architect's online plan-room at www.sslarch.com/aboutus by accessing the Info Exchange Login. These documents shall be used only for the purpose of bidding and construction of this project. Anyone logging into the site for plans and specifications through the website will be notified of all addenda via email. The architect retains all copyrights and ownership of the documents. A MANDATORY Pre-Bid Conference IS required for this Project: The Pre-Bid Conference will be held at the Tallassee Parks and Recreation Center located at 450 Gilmer Ave., Tallassee, AL 36078 at 10:00 AM CDT, on Thursday, April 23rd, 2026, for the purpose of reviewing the project and answering Bidder's questions. An optional site visit will be held after the Pre-Bid Conference concludes. Additional qualifications and requirements for General Contractor Bidders are indicated in the Bid and Contract Documents. Elmore County Commission reserves the right to reject any or all proposals, to waive technical errors and/or abandon the bid process if, in their judgment, the best interests of the Owner will thereby be promoted. All questions, comments and requests for clarifications or additional information shall be submitted in writing to Daniel Burton, at Seay, Seay & Litchfield, P.C. Any and all comments, questions and requests for clarifications must be received no later than the time announced at the pre-bid conference. All bids SHALL be submitted in a sealed envelope bearing on the outside the name of the Bidder, Bidder's license number, license expiration date, category, address and name of the project.
